InvestEU is an European Union initiative aimed at driving funding towards sustainability, innovation, and job creation throughout the 2021–2027 programming period. The program aims to trigger more than €372 billion in total public and private investment.
Building upon the Investment Plan for Europe (the Juncker Plan), InvestEU consolidates the European Fund for Strategic Investments (EFSI) alongside 13 other EU financial instruments to streamline and simplify access to financing.
Areas and forms of support under InvestEU
InvestEU targets four key investment windows:
- Sustainable infrastructure – energy, transport, and environmental initiatives.
- Research, innovation, and digitalisation – advanced technologies, Industry 4.0, and R&D.
- Small and medium-sized enterprises – enhanced financial support for SMEs and scaling businesses.
- Social investment and skills – education, healthcare, and social sector projects.
Financial support provided through InvestEU takes the form of favorable loans, equity investments, or guarantees.
Just Transition Scheme
The program also features a dedicated Just Transition Scheme tailored specifically for coal-dependent regions. Under this scheme, financing is directed toward projects that address the specific needs of territories undergoing socio-economic transition.
