What is Innovation Action (IA)?

An Innovation Action (IA) is a project funding model within European Union programs, such as Horizon Europe. It offers financial backing to initiatives aimed at the practical commercial application of research results—such as prototype creation, testing, demonstration, and pilot operations. Standard funding covers 70% of eligible costs, with non-profit organizations receiving up to 100% reimbursement.

Projects typically target outputs corresponding to levels 5 through 8 on the Technology Readiness Level (TRL) scale. Key examples include demonstration projects, testing in real-world environments (such as living labs and testbeds), integrating technologies into existing systems, preparing for certification, and launching innovations into operational environments to facilitate market entry and commercialization.

IA vs. RIA (Research and Innovation Action)

While a Research and Innovation Action (RIA) concentrates on research and early-stage technology development at lower TRLs, an Innovation Action prioritizes actual deployment and demonstration. RIA activities focus mainly on experimentation, fundamental testing, and primary development, whereas IA delivers pilot projects and practical demonstrations ready for market application.
