The European Start-up and Scale-up Strategy represents an extensive roadmap developed by the European Commission aimed at transforming Europe into the world's most attractive destination for founding, expanding, and keeping technology and innovative companies.
This initiative responds to the widespread issue where early-stage ventures (start-ups) and rapidly growing enterprises (scale-ups) relocate outside the EU due to regulatory friction or inadequate availability of venture capital. The official motto of the initiative is Choose Europe to Start and Scale.
5 Key Pillars of the European Start-up and Scale-up Strategy
Under this strategy, the EU provides targeted support for start-ups and scale-ups throughout all phases of business development, spanning initial launch, expansion, and long-term success on both a European and international scale. The European Commission identified the core challenges of these enterprises and structured the strategy around five key pillars:
- A supportive regulatory environment – simplifying existing administrative rules, particularly within employment and tax regulations.
- New sources of financing – launching initiatives such as the Scaleup Europe fund and establishing standard frameworks for intellectual property valuation.
- Accelerated market access and expansion – connecting university ecosystems across all EU member states and broadening access to public procurement contracts.
- Attracting and retaining top talent in Europe – implementing the Blue Carpet initiative to draw and keep highly qualified international talent within the EU.
- Enhanced access to infrastructure, networks, and services – putting forward measures that streamline the utilization of research and technological infrastructure.
