The European Innovation Council (EIC) is a flagship initiative launched by the European Commission as part of the Horizon Europe funding program. Its main mission is to identify and support breakthrough, market-creating innovations and high-risk technologies with the potential to transform industries, markets, and society. The EIC primarily targets visionary startups, small and medium-sized enterprises (SMEs), and research teams aiming to scale their solutions internationally.
EIC support spans the entire lifecycle of innovation—from early-stage scientific research through prototyping to full commercialization and scale-up. Financial and strategic assistance is provided through tailored funding instruments based on the project's development stage:
- EIC Pathfinder – Funds early-stage research and development of visionary technologies (TRL 1–4). It targets radical concepts and high-impact ideas, offering grants up to €4.5 million.
- EIC Transition – Bridges the gap between research achievements and practical market applications (TRL 4–6). It funds technology validation, prototyping, market testing, and commercialization preparation.
- EIC Accelerator – Supports startups and SMEs in advanced development phases (TRL 5–9). It offers blended finance combining grants (up to €2.5 million) and direct equity investments (up to €15 million) for market entry, growth, and international scaling.
- EIC Business Acceleration Services – Provides complementary non-financial support, including business coaching, mentoring, networking opportunities, and direct connections to investors and corporate partners.
- Pre-accelerator (for Widening countries) – A specialized scheme for projects at TRL 5–6 focused on technology validation and improving investment readiness. It provides grants between €300,000 and €500,000 with a 70% funding rate.
Through these targeted schemes, the EIC delivers essential financial backing while enabling innovators to validate technology, prepare products for launch, and connect with strategic partners or investors. Successful participants often secure a direct track toward the EIC Accelerator or gain enhanced exposure to private and public investment funds.
Ultimately, the EIC boosts European competitiveness, encourages the emergence of new markets, and creates an ecosystem where cutting-edge innovations can thrive and deliver positive societal impact.
