What is Eligible Applicant (Grant Beneficiary)?

An eligible applicant is a person or entity that meets the conditions set out in a specific call for grant proposals and has the right to submit a grant application. If the application is approved, the eligible applicant becomes a grant beneficiary (recipient of support), meaning the entity to which the subsidy is awarded and which subsequently draws the funds.

Every grant program and each individual call precisely defines who can apply for funding. There is no universal group of eligible applicants – it always depends on the program objective, the type of project being supported, and the rules of the grant provider.

Examples of eligible applicants include:

• entrepreneurs and sole traders,
• companies,
• municipalities and regions,
• schools and educational institutions,
• research organizations,
• non-profit organizations,
• church entities
• or other public and private entities.

Applicant eligibility is evaluated against a range of criteria, most commonly including:

• legal form and type of entity,
• line of business or area of activity,
• size of the enterprise or organization,
• ownership and management structure,
• location of project implementation,
• fulfillment of statutory obligations (e.g. no tax arrears or insolvency proceedings),
• possession of necessary authorizations, licenses, or permits, or their contractual arrangement.

In practice, the definition of an eligible applicant can be highly detailed and frequently contains specific exceptions or additional conditions. For example, some calls allow only holders of specific permits to submit an application, while others accept applicants without these permits if alternative conditions are met. Under certain programs, the circle of applicants is restricted exclusively to public entities, whereas others support strictly commercial business projects.

Even a very well-prepared proposal can be rejected from the grant evaluation process if the applicant does not fit the definition of an eligible applicant according to the call's terms.
