The AI Continent Action Plan serves as the European Commission's strategic roadmap to foster artificial intelligence (AI) adoption and establish Europe as a global leader in the field.

Designed to address the current low uptake of AI among European enterprises (around 13–14%), the plan aims to mobilize up to €200 billion in combined public and private funding.

It is not a direct subsidy program, but rather a set of comprehensive initiatives to enhance access to capital, computing infrastructure, data assets, and cross-border AI cooperation.

Primary Objectives of the AI Continent Action Plan

The strategy centers around two core pillars:

• Competitiveness and Productivity: Leveraging AI-driven automation and optimization to foster novel business models and boost overall productivity.
• Sovereignty, Security, and Democracy: Positioning AI as a vital component for safeguarding European security and democratic values.

These primary objectives are structured into five strategic focus areas.

5 Strategic Focus Areas of the AI Continent Action Plan

1. Computing Infrastructure

Expanding physical infrastructure required to train and run high-end AI systems, including:

• Deploying at least 19 AI Factories by the end of 2026, backed by €10 billion from the European Commission to assist startups, industrial players, and research entities in creating new AI models and applications.
• Launching up to 5 AI Gigafactories offering substantially greater computational power than standard AI Factories to train complex models, supported by public and private investments.
• Tripling EU data center capacity over the next 5 to 7 years alongside targeted investment and research initiatives.

2. Access to Data

Key measures under the Data Union framework:

• Enhancing data access for businesses and public administration bodies.
• Establishing Data Labs within AI Factories to collect, curate, and manage high-quality datasets.

3. Skills and Talent Development

Strengthening education and workforce readiness through:

• Scholarships and fellowships for students, researchers, and AI specialists.
• Pilot academic programs tailored to AI disciplines.
• International talent recruitment and reskilling initiatives delivered via European Digital Innovation Hubs.

4. AI Adoption Across Strategic Sectors

The ApplyAI initiative aims to accelerate AI deployment across crucial sectors, including healthcare, automotive, advanced manufacturing, and public administration.

5. Regulatory Simplification

Ensuring legal predictability and trust through the implementation of the AI Act, complemented by practical guidance, methodologies, and complimentary advisory resources for businesses.
