To foster world-class research across the continent, the European Union is launching the Horizon Europe Excellence Hubs call (HORIZON-WIDERA-2026-03) on September 2, 2026. Designed exclusively for "Widening countries," this initiative provides grants between €1.5 and €4.5 million to establish robust, cross-border innovation ecosystems.

As a Coordination and Support Action (CSA) running for up to 4 years, this funding does not directly sponsor basic research but rather the strategic alignment, networking, and commercialization frameworks that turn deep tech research into market reality.
The Core Requirement: The Quadruple Helix Model
There is no "one-size-fits-all" project; each proposal must be highly tailored to regional smart specialization strategies (RIS3).
Crucially, your consortium must be built on the Quadruple Helix principle, integrating:
- Academia: Universities and advanced research centers.
- Industry: Deep tech enterprises, SMEs, and spin-offs.
- Government: Regional or local public authorities.
- Society: Citizens, NGOs, and end-users.
